Knowledge Management In The Implementation Of The Strategy Of Our Public Libraries

This study is to research and explore how to use knowledge management to realize sustainable development of public libraries in our country. With the coming of knowledge economy era, knowledge has become a critical resource related to economic growth, social development and the survival of enterprises (organizations). Knowledge economy era requires new manage idea, new manage mode and new manage method that are seasoned with it. Knowledge management has therefore become a hot topic that receives more and more attention globe wide. The major task of knowledge management is to make full use of the organization's intelligence resources and improve the creativity and competence of the organization. As a human knowledge treasure house, public library is a place where knowledge and information are collected and clerisy assembled. So public library should exert it's advantage of resources by collecting and managing knowledge with new technology under the theoretical direction of knowledge management. Only by this way public library can achieve its survival space and sustainable development. In our country, it will be an exorable trend to change from traditional management to knowledge management for public library.At first, based on the analyses of the origin and development of knowledge management, the paper approaches the conception and classification of knowledge, puts forward an important view in knowledge management that tacit knowledge is more perfect than explicit knowledge. The capability of excavating and using of tacit knowledge will be the key to the success of individual and organization. And then outlines several statements about knowledge management and gives the definition from broad and narrow sense. In short, knowledge management means improving emergency and innovation capacity by means of knowledge share and collective wisdom. Knowledge management is not only the extension and development of information management but also a theoretical distillation of information management. Based on this basic view, it also indicates that library management would be inexorably transformed from information management into knowledge management. So in the new century public library should play an important role in knowledge circulation, knowledge service and knowledge innovation.In chapter 2, by discussing the concept, content and characteristics of knowledge management in library the paper expounds the connections between library and knowledge management. Library knowledge management means by using theory and method of knowledge management, rationale distributing and utilizing resources of library, fully meeting the knowledge needs of the users and promoting the functions ofmodern library. Librarian is the core of library knowledge management, information is the raw material of knowledge innovation and information technology is the instrument to realize knowledge management. The main contents of library knowledge management are listed below as knowledge innovation management, knowledge organization management, knowledge development management, knowledge applied management and human resources management.In chapter 3, the paper analyzes the current situation of domestic public library by using SWTO analysis method. Outlines the strengths, weaknesses, opportunities and threats that would be faced by Chinese public library. It points out the present status of the traditional service and the shortages and analyzes the opportunities and challenges facing the public library in knowledge economy era, as well as the necessity to incorporate knowledge management into public library. At the same time, it puts forward that carrying out knowledge management is the key to win the core competence to realize sustainable development of domestic public library under the background of knowledge economy.
