On some backbones of provincial highway of national road in recent years, the transportation of ultra limit of vehicle has already developed into quite serious degree. In order to guarantee the serviceability on the road surface, and to improve the efficiency of transportation, this paper has carried on the design and realizing of the administrative system of the intelligent transportation of ultra limit.The administrative system of the intelligent transportation of ultra limit adopted intelligent optimizing algorithms, and has combined the geographical information system, so as to make this system able to offer real-time dynamic traffic information service for transport users, and to offer the information of controlling for road administrators too.Based on complicated traffic information in a large-scale road network, the paper has carried on the discrimination of the degree of vehicles of ultra limit degree, and has made the algorithm of the current route rationally for the vehicle that overloads, has put forward many kinds of management schemes of ultra limits transportation. And set up the traffic planning model through four model by " Generation? Distribution ?ModalSplit ? Assignment", regarding this as and appraising the foundation of every suggestion and solution. Meanwhile, this paper recommended the component developing structure and procedure of the geographical information system too, establish the component developing structure and procedure based on server end of B/S way. And has designed the space database based on geographical information system. In designing the optimization algorithm of the transportation route, adopting Markov distance as appraisal of road surface performance, the paper improved the classical optimum route algorithm. Finally, the paper has carried on the prospect for the intelligent management of the transportation of ultra limit.
