Digital Radar Simulator Control Case Courseware Creating System (CCS), a set of professional simulation training system, is developed for training the air traffic controllers. Based on real data coming from both radars and voice information, functions such as real-time display, history scene review, courseware creation, security analysis, and database management will be implemented in the system CCS. In traditional Air Traffic Control (ATC) systems, the problem of real radar and voice signal lose will usually come around during importing, which causes simulation performance decrease and debases training value. Especially in the function of courseware creation, lacking of data will lead to the absence of many real targets in training systems, therefore the simulation requirement can hardly be met. As to this problem, this paper proposes Second Strategy for Creating Courseware (SSCC), in which two critical technologies are applied. They are displaying the scene of air traffic with OpenGL, and the algorithm of matching the flight route and trace. Extensive experiments demonstrate the courseware created by SSCC solves the problem of targets losing. The main work of this paper includes: (1) Introduces Digital Radar Simulator (DRS) and relative systems, and then analyzes the trend and limitation of ATC system. (2) Designs the framework and implements every function module of the CCS. Design patterns are inducted in the general design course, which is proved to make the system extendable and robust. (3) Proposes the design and implementation progress of the courseware creation subsystem in detail. Layer, adapter and bridge method of design patterns are applied in the design, in which are involved. From the point of view of implementation, the idea of SSCC is presented. (4) In SSCC displays the three-dimension air traffic scene with OpenGL technique to catch flight route point, so as to it improves simulation performance. (5) To solve the problem of losing data, proposes Route Point Minimum Distance (RPMD) algorithm based on two existing algorithm Angle Bisector (AB) and Route Minimum Distance (RMD) in accordance with the characters of courseware creation subsystem. (6) By extensive experiment of SSCC application, demonstrates that the SSCC solves the problem of losing information and improves simulation performance of the system This paper is based on a project of Department of Education's Engineer Research & Development Center for Simulation System, aiming at the need of the Civil Aviation. The problem of real ATC information using in the simulation system is researched in this paper, and enhances fidelity of the simulator.
