With the development of the information society, the mankind is increasingly outstanding requirement for information. Communication plays an important role in various technologies of information transfer. Further more, mobile communication has become an indispensably part of today's communication technology. Existing mobile communication service is mainly voice and cellular data services do not fulfill the needs of users and providers. In the case of this, GPRS network called 2.5G has been developed. In addition, third-generation (3G) mobile systems-CDMA network that can support more than 2Mbps data rates in future has also been prospect of a solution. As a new bearer packet data service, GPRS goal is that it can provide more than 100Kbps packet data service and make user transmit and receive data in end-and-end packet transfer pattern. Besides advantage of transfer rates, GPRS merit is "always on line" and billed based on the transmitted data volume.Intelligent Transportation System applies information, computer and control technology to reconstruct traditional transport system. Then it can reduce traffic congestion, enhance security and reliability, mitigate environmental impacts to nature and enhance energy performance. As the rising-sun industry being underway in China, the development of ITS has become an important symbol of modem city. Radio data transmission technology, one of ITS makeup, has a direct effect on development of ITS. GPRS appearance as well as its features and merits, undoubtedly, would become optimal option to radio data transmission technology in current ITS.Existing ITS navigation technology and data transfer technology mostly adopted the way integrating GPS and short message of GSM. This paper put forward a scheme of navigation technology and data transfer technology based on GPS, Bluetooth and GPRS. And the scheme is implemented in the paper. The paper mainly set forth actuality on ITS development, analyzed data transfer technology on GPRS and put forward an implemented scheme about data transfer technology on ITS.
