Semantic Web is put forward by W3C (World Wide Web Consortium) to solve the problem that the information on the World Wide Web lacks semantic meaning which can been understood by the computer.The main content of the dissertation is to research the knowledge representation, Ontology's construction, search & inference in the Semantic Web field and e-Learning based on the Semantic Web. As a language for constructing Ontology on the semantic web, OIL hasn't enough primitive to describle axioms and rules, but it is open, extendable and the extension of it is encouraged. So the paper extend OIL on the basis of the semantic Web standards recommended by W3C. The extension includes logic formula primitive, relation algebra description primitive and search & inference primitive. The paper build a search & inference system with the help of Frame Logic inference engine which had already been created by others. Semantic Web is applied to the e-Learning system to help solve the following problems, such as "it is difficult for knowledge base to be shared and reused", "computer can't understand the semantic meaning of knowledge", "human can't communicate with computer successfully", "Inquiry Learning focusing on students is in trouble" etc. Partly teaching ontologies are built referencing the building standards of teaching resource. A personal search & inference platform is realized for e-Learning. The paper also establishes a CSCL(Computer Supported Collaborative Learning) model which can direct the building of CSCL system based on Semantic Web.
