| With the development of information technology, especially the rapid development of Internet technology, the Internet is becoming an increasingly indispensable tool for information exchange by governments, enterprises and individuals. As a way of electronic declaration, "Internet Declaration" is still at its childhood in the domestic taxation sector. Except for in those developed eastern coastal areas like Beijing, Shanghai, Guangdong, Fujian, and Shandong, the technology is struggling at a low level of application and administration in most areas of China. Even in those developed areas, "Internet duty declaration" is still at a stage of experimentation. However, in comparison with the domestic situation, some foreign developed countries have secured successful advancements in this field. In developed countries, electronic declaration started at an early time, and "Internet duty declaration" is now maturely applied and highly universalized. There is quite a huge gap between the situation in China and that in developed countries. Therefore it might be a general trend for the taxation sector, as an important state functional department, to develop "Internet duty declaration" for the purpose of serving taxpayers and realizing revenue informatization.In designing the "Internet duty declaration" system, I adopted the current popular 3-layer-structure designation scheme, with SQL SERVER as its database, ADO processing data, and WEBCLASS designing the interfaces of the software. I took full advantage of the merits of ADO' s processing data and the features of VB development such as readability and easy maintenance. The system can process easily a large amount of declaration data. The system could be developed quickly, and could be updated and readjusted rapidly, thus shortening the whole cycle of development and implementation. In addition, with strong vitality and extensiveness, the technology is also an expression to the core idea of the next-generation Microsoft product (.net).The system connects the Internet with the computer network of the taxation sector. Taxpayers can apply for electronic declaration, fill in the various declaration forms and financial report forms, and submit these forms on line. The system then will logically examine and verify the electronic declaration forms. If the result is correct, the application will be accepted, and the corresponding tax will be transferred directly from the bank through a special-line connection.Through the special-line connection of DDN with the various major banks, the system can send the data, which taxpayers may need to visit in a real-time way, from the tax-bank interface program to the corresponding bank in the user information. The bank terminal will deduct the fund from the account of the user. Afterwards, the results will be returned to the declaration database. The precision and security of data have been taken full account of during my designing the communication with the banks.In the system scheme, we have adopted the 100M network exchanger which connects the servers, thus enabling the system to work at quite a high speed and with reliable security and stability. |
