A Common Project Review Platform

The evaluation of project by experts belongs to the scope of knowledge management. It is impossible for an expert to evaluate all indexes exactly even in his research domain because of knowledge booming. Furthermore, the evaluation indexes and the evaluation methods are changing from time to time. At present, most of the evaluations of project are finished manually, and can not satisfy the requirement of modern project evaluation.Aiming at this problem, the paper presents an expert evaluation platform with flexibility and mental faculties. The major completed work as follows:1.A template bank of index system is designed. With the template bank, the index system of project evaluation can be built easily.2.The category of evaluation methods is designed and developed. According to it, the evaluation method for a project can be chose quickly.3.The system takes "Struts" as its frame, "Workshop" is embedded as the tool of Workflow definition. So, the flows of evaluation are custom.4.In the course of developing the system, the architecture of model-view-controller is used, which makes the business logic and user view separate. The development and maintenance of the system is facilitative.5. A lot of relationship tables and temporary tables are designed, all the details of the evaluations are to be saved. Historical views of evaluation in many ways can be queried with the platform.The application value and academic value of the project evaluation platform is extensive. The platform has been used by Dalian Construction Council Bidding Department and Dalian University of Technology, the effect sounds good. Moreover, a lot of experience of knowledge management tools development is accumulated.
