With the development of computer networks and industry automation at present, we are forced to realize the control process and the measurement of the parameters of on-line data, analysis and statistics. By this means we can deal with the need of combination of more and more accurate control and measurement. At the same time, such a system with integrated management and distributed measurement and control will bring us about great advantages.This paper first discussed the situation of present control and measurement system, dialed with the advantages and disadvantages of such systems. Then, in this paper we constructed a new structure of control and measurement system according to new coming-up technologies and methods. The new system is constructed with the combination of leveled system and independent system, with detailed structure and internal working method described. This system based on the conditions of the lab can meet the need of industry automation and bring profit.Finally this paper brought about the realization of the software system of this real-time multithread system. It can monitor automatically and distribute commands and response to the live process.
