With the quick development of civil aviation transport, the air traffic flow management (ATFM) becomes more and more important. The problem of multi-airport flow management in ATFM is systematically discussed in this paper. The main content of the paper could be described as follow:1.General knowledge of ATFM is introduced, including the fundamental concepts and constitution, managing modes, flow control methods, significance and the developing tendency of ATFM. Moreover, the concepts, mathematical models, influencing factors and predicting methods of the airport capacity are briefly described.2.In order to solve the problem of airport congestion, the optimization problem of airport flow in ATFM is discussed in detail. The main attractive research directions in air traffic flow automatic management to make full use of airport capacity and optimize the departure and (or) arrival flight queues in multi airports, so as to minimize the weighted sum cost of all the delayed flights. On the basis of the strategic management idea, a multi-airport open network non-real time flow management model is discussed and simplified in this paper. The implicit enumeration method is used to solve this model. Finally, the implicit enumeration method, computing method and software realization are also introduced.3.A multi-airport network is emulated utilizing the optimized computing method. Analysis of the emulating result demonstrates the effectivity and reliability of the model and computer program. It presents the referential evidence of the computer program.
