| With the evolution and popularity of Internet, research and development of digital library (DL) become more and more important. DL is not the traditional library, the aim of which provides information in time, the core of which is digitalization of resource and network service, the essence of which is an ordered information space and realizes resource sharing. Library only represents organized and systematical information resource. At present, the construction of DL is very popular all over the world, which have become the new competitive factor of international high technology and is an evaluated symbol of national information infrastructure level.Technology is the stimulation of the building of DL; however, DL is confronted with a lot of challenges which relating to society and economic and law is not only the limitation of technology. The core of DL construction that is information resource, which meets the first issue that is copyright of Intellectual Property (IP).If this problem is not settled properly, which will affect the construction of DL, therefore, we have to deal with the issue of IP. When DL uses the works of copyright, it must respect relevant rights of authors, while DL provides service, it should stipulate different used range because of different user, meanwhile, DL that should rely on legal and technical measures protects own rights.The objectives of copyright law balance the benefits among creator, user and provider of information. As far as internet industry is concerned, the development of it will suffer from many obstacles unless IP is resolved correctly. As a result of technology and economic development, IP have to regulate the status and liability of DL. The criterion and extent of copyright infringement liability of DL, on the one hand, which affect directly not only the standard and quality of copyright protection, but also the existence and development of increasing internet industry, on the other hand, which is correlative with interests of innumerous users, hence copyright must delimit and define the liability of DL .The building of information resource is the core and base of Chinese DL engineering, because it is the foundation and guarantee of DL development smoothly. Voluminous Chinese information resources include certainly plenty ofworks which relating to copyright. IP of resource building of DL involve in two significant problems between "import" and "output", the key of which concentrate on IP during collecting, organization and unitization of information, especially IP of database. How to protect sound rights of authors as well as the public acquire information under network environment, DL building must keep pace with the construction of law in order to promote DL development.Under the guidance of user demand which is the aim of Chinese DL building, if DL develops consistently, it must be satisfied with the demand of user. Retrieval service and consultant service is the core of the traditional library service, at digital age network guidance service and BBS service which is the improvement of traditional retrieval service and consultant service become the focus of DL user service. User interface that is the embodiment of individual service and integrated service is the foundation of DL user service, so we have to solve IP problems of authorization of designing user interface. Part 3 discussed the IP issues of user interface, HTML interlinking service and BBS service.DL is bound to meet with the numerous utilizations of copyright works during resource building and user service, how to resolve the authorization of massive works, which become the focus of DL construction. If DL obtains the authorization of author one by one, which is impractical, as a result, it wills obstacle the related industry developing. Copyright collective management will deal with this problem effectively; moreover, it will be the bridge between DL and authors.
