Because of the important role and function C4ISR system playing in modern national defense, it is of great necessity to research the C4ISR system analysis and design technology. How to use suitable C4ISR system design technique to optimize the system design process, to improve the efficiency and availability of system design, and to establish high-powered C4ISR system according to the actual situation of our country, is an important problem to be resolved. This paper describes a C4ISR system simulation based design (SBD) technology, in which the main research includes the following four parts.First of all, this paper considers to apply the simulation based design technology to the whole lifecycle of C4ISR system analysis and design (A&D) process. Accordingly, a C4ISR system simulation based design process architecture and its relevant support system are established.Secondly, the paper makes a research into SBD modelling method and simulation technology, and on the basis of which, this paper considers to use HLA/RTI technique to realize the C4ISR system SBD support system to facilitate interoperability between C4ISR simulation systems and to promote reusability of these simulations.Two methods are introduced : HLA based redesign from the start or modifying the legacy simulation to be a system compliant with HLA. The latter is applied to realize the modification of the Component Based Modeling and Simulation Environments (CBMSE) to be compliant with HLA in this paper.Finally, in a case study of "Air-Ground combat system" that is described by a weapon countermine simulation system which involve the modified CBMSE and some other federates, the paper explains the HLA FEDEP. At the same time, the case validate the feasibility and validity of modifying the legacy modelling and simulation tools to be compliant with HLA, which strongly supports the view of C4ISR system simulation based design technology of this paper.
