Materiel Management (MM) plays an important role in enterprise production. The improvement of MM can benefit tapping the great existing potential of enterprises, shorting the production life circle and increasing the enterprise manufacturing efficiency as well.But Enterprise Requirement Planning (ERP) is far from satisfaction in control of job shop, especially the one that contains three-level structure, i.e. shop, workshop section and workgroup. At present, there exists a universal phenomenon that the enterprise high level (management level) and low level (control level) is out of joint. To solve this problem, Shop Production Management System (SPMS) is presented in this dissertation. SPMS submits the following relevant production data to upper-layer ERP/SCM, such as production capability, materiel consuming, work force, product line running performance, the position and state of Work In Process (WIP) and the executing status of orders for goods. Meanwhile it submits all kinds of data of the production instruction control to lower-layer control system. The article lays emphasis on discussing the MM system which one of the Production Management System. In the enterprise MM contains the following three parts, which are materiel requirement, materiel purchasing and materiel inventory. And the last part, i.e. materiel inventory, is the core of MM. Combing with the production status of No.2 machine shop of Dalian Locomotive Factory, this dissertation analyzes its actual MM system based on ERP theory and the relevant knowledge of information management.The operation flow of Materiel Room in NO.2 shop is standardized by this MM system so that avoiding the information breaking off. It also makes a good interface between the basic data of materiel and other subsystem such as planning subsystem and workshop section subsystem. It can effectively solve the problem of the unclear data in WIP, Inventory and Waster, and improves the efficiency of generating report forms and the query process as well. This system can also control the problem of sending materiel in-group.Of course, there is some weakness in the MM system. At the end of this dissertation, the questions of how to optimize the number of the inventory or WIP and the idea of the application of simulation technology in MM system are put forward.The structured design method is adopted in programming the relevant software of this dissertation, whose architecture is C/S mode. Microsoft Visual Basic is selected as the platform of program development, as well as Microsoft SQL Server7.0 is selected as background database. At present, the running state of the programmed software system is in good condition in No.2 machine shop of Dalian Locomotive Factory.
