NKI is the abbreviation of national knowledge infrastructure. The purpose of NKI is to establish the cluster of knowledge in many domains for can sharing and can operate. In NKI, geographical knowledge is an important component. Geographical knowledge is a foundations for a lot of intelligences application systems, such as expert systems, military decision systems, economy decision systems, consulting systems, intelligence tutoring systems etc., and moreover in the aspect of natural language understanding, geographic information system, and robot navigate, geographical knowledge have also the very important applications.In recent years, the term "ontology" has gained a good popularity within the knowledge engineering community. An important reason for this is because present tremendous need towards knowledge sharing and knowledge exchange. In the knowledge engineering community, researchers widespread consider that the ontology theories research and architecture building is the important basis of realizing these targets, because any knowledge-based systems is based on a certain conceptualization of the world and the ontology is a kind of specification of the conceptualization.In this paper, we present a method based on the ontology to acquiring geographical knowledge about countries and district. We give a particular discussion of the principle and the building steps of the country ontology design, and of the method for ontology-based knowledge representation. We develop an ontology description language for our methodology. In chapter 4, we studied the technology of knowledge consistency analysis, bring forward the knowledge consistency checking method and algorithm based on the semantic proximity of attribute value, and more discussed the application of the semantic proximity of attribute value in knowledge engineering.
