Protocol architecture and technical frame about LEPI are presented. The train of thought about network design is proposed, which is a two-layered model including the backbone network and the local area subnet. Different technologies are chosen respectively for different layers. Suggestions solving for concrete problem about network building are made partially. An applicable network connection schedule is also presented. Three most important problems of the network configuration are planned in particular, which are IP address distribution, TCP/IP configuration, and the building of domain name system.A method of security management about computer network called point-of-danger control is proposed. It is demonstrated that single domain model is fit for LEPI. Security measures are provided for personnel, user accounts, system policies, data protection, and virus prevention. A scheme of firewall is also presented.TheYingkou Electric Power Information Network is designed. Guidelines of design are as follows: CD to select advanced and ripe technology; (2) to extend easily; (3)to upgrade easily; ?to guarantee high reliability and security; (5) to provide high ratio of performance to price. The distribution of each department, the quantity of computers, the condition of the electric power communication network, and the circumstance of original network of Yingkou Electric Power Supply Company are investigated. Four practical problems in engineering are studied in detail, which are the selection of LAN technology, the scheme of WAN connection, the selection of network product manufacturer, and the scheme of remote access. Switched Fast Ethernet is selected as the backbone of LAN as well as 100/10 Mbps switched technology is chosen for local area subnet. Fiber is applied to connect the close quarters. Private microwave communication lines of power system are applied for long range and WAN connections. The subnet filtration is applied to the firewall, which is made up of inside and outside filtering router and bastion host. The terminal server mode is selected for remote access. Scheme of interconnection and blueprint of network are presented in detail, which have played important role in practice.2-A business management software is developed, which includes all of areas about the business management .The operation flow has been achieved to manage by network .problems of business management that is less advanced in management, and inconvenient to query are solved. The software has been used well in practice.
