The high availability system may be constructed by the cluster technology, but cluster ' s correspondence request greatly increases the correspondence load of network, and when the cluster has achieved to saturation, the question is so serious as to cause the cluster stall, and the high availability can not be realized. If integrates all nodes of cluster to one computer system, network correspondence among the nodes will be done on the high speed bus, that will greatly alleviate the correspondence load, simultaneously the system will be very easy to give the intervention in the saturated status of the cluster and make it restore the function. Under this thought instruction, some big companies, such as Intel> HP> NEC, begin to develop the corresponding hardware, software and the protocol. HP, NEC also promoted the corresponding computer systems which may use the board cards to construct "partition" (the "partition" is not disk partition, and is on quite to one node of cluster). The computer systems are called the multi-partition server in this article.The Virtual Operating Environment is the software system to manage the multi-partition server. It realizes the fault self-recovery, dynamic management of the hardware resources, the cluster ability enhancement etc., thus realizes the effective management of the software and hardware resources in the multi-partition server and high availability of the system. It adopts three distributional Architecture, the proxy level runs on the multi-partition server, responsibly gives the engine level provides the data and the actual execution of action instruction from engine level; The engine level is its logical level, is responsible for the function logic processing, and with proxy level and GUI level correspondence; The GUI level is responsible to display the information and the receive user requests; the engine level and the GUI level all run on a management machine which connects with the multi-partition server by the network. According to the lamination thought, its functions to realize are divided three different logical levels which are distributed on the different machines, thus make it versatile and reusable.The. author participated the Virtual Operating Environment partial design and the realization, and studied its whole structure and the core technologies. The author embarks from the functions that the Virtual Operating Environment want to realize, detailedly elaborats each level design and the realization, and emphatically elaborates its overall construction, the SNMP protocol and the VOEP protocol of the agent level, event and strategy mechanism of the engine level and so on.
