The paper studies a certain number of questions about the establishment of static state inspection places on the basis of comprehensive inspection places with GPS Receiver in an all-round and systemic way, also it goes further into the main contents of static state inspection places and the realization of static state inspection places' design as a whole and the open places construction, the plan of field observation and the ways of putting into practice. Combining the observing data, the paper analyzes the principles in dealing with the inspection places" data, the plan and the index' requirement, whose results are in accordance with the requirements of accuracy .The criterion for the dynamic state inspecting is proved and tested in the paper, on the basis of which the principle of setting position with CCD photography orientation and maths models are deduced, and the chief contents of the dynamic state inspection, the components of system, the ways of dealing with data are also discussed in details.In view of the altitude problems of inspecting the weighted average ways of obtaining altitude and the advantages and disadvantages of moving surface interpolation method are talked about through comparison, with which the writer draws a conclusion that moving surface interpolation method is suitable to be applied for the dynamic state inspection places,, Moreover the key technology about the dynamic slate inspection is also taken into consideration, which includes digital camera and types of camera lens, the cause of camera lens distortion and the fundamental determining principle, the gain of image coordinate and the realization of time synchronization.The paper ends with the conclusion that the combination between two digital cameras and GPS Receiver can be realized time synchronization with the application of GPS OHM chip an the output specific property of 1 PPS. Once the establishment of comprehensive inspecting places on the basis of the realization of the index requirement of dynamic state inspection, not only all the technology index of GPS Receiver can be inspected, but also the Dipper navigation equipment, the inertial navigation equipment and the other navigation equipment. What's more it can also be used as the base of teaching and scientific research.
