On the basis of discussing the necessary of constructing IP metropolitan area network, this paper presents IP MAN information model, analyzes the main techniques on constructing IP MAN . On the basis of the my experience in designing the tianjin Education Information Network, it discusses the factors of designing the platform for a high-bandwidth metro area network, including requirement analysis, network reliability, network interconnectivity .This paper presents the OSPF routing technology about communication protocol whose expansibility, security and convergence in network area much superior to any other ones. In the mean time, it provides the work of routing plan and optimization in IP broadband Network.This paper presents J2ee (Java 2 Enterprise Edition)in history, architecture, running units and application interfaces. Then it introduces the architecture of a typical website building on j2ee. From the developing experience, this paper elaborates the Website development and its relevant technologies from the perspective of operating system, web server and its relevant develop tools. The relevant primarydeveloping tools is compared in the article which also give an example on how to build a website.
