This paper introduces the designing of a digital video supervising system based on IP and some resolutions to the involved problems.In view of the character of the mostly maintaining sceneries and long time Supervision , this paper bring out a image compression based on the varing state of the Supervised objects. This kind of compression splits the image sampled into several subimages, compares each subimages with the corresponding subimages of the standard image , only writes down the varied subimages including their position and data,compresses each subimages with the method of JPEG. While doing this, it meets the goal of amplily decreasing the amount of the data in view of the dimension and time. This paper introduces in detail the algorithm of the storage format of the compressed images and the replaying and restoring to original of the images.This paper discusses the design of how to select the supervising section using the covering mask and the implementation and strategy of the supervising on varing section. It discusses the methods of splitting the standard image into several subimages and extracting the sampled pixels for comparing. It also discusses the influence of the environment changes on the color intensity compare, brings out the solution method of the design of threshold value and determination of the deviation value, determines the range of the values of the threshold and deviation.This paper discusses transferring the video data sampled into the memory from the server to the client using WINDOWS SOCKET, pays much attention to the design of the transferring block including connecting block,monitoring block .accepting block .video transferring block.To avoid multifariously visiting the hard disk , we use the function capEditCopyQ to place the video data onto the clipboard for the later visiting to accelerate the speed.After we place the video data onto the clipboard, we use the GetPixel () to get the video data to the array . While using the method ,we find the speed is so slow that in-time surveillance is impossible. To accelerate the speed, we use block transferring function.
