It connects netwoks of education units and research units. The objective of CSCDBS project(CERNET Satellite Channel Dynamic Backup System) is to improve credibility and efficiency of CERNET backbone, make full use of CERNET satellite channel.This paper first introduces the requirement of CERNET and the design objective of CSCDBS project, then describes the general design of CSCDBS. The emphases of this paper is focused on introducing the designing and implementing the subordinative station system, including system structure, scheme of communication, hardware designing, software designing and so on. At the same time, introducing the related technologies of subordinative station system, for example IPC on Linux, PI-LP~, MySQL, etc. Finally ,the subordinative station system is implemented under linux ,which is tested working well.
