The key to CIMS is integration, and database technology is the primary means to implement the CIMS integration. As most CIMS is running in network environment, distributed database is the main database technology in CIMS integration. Federated database is a kind of distributed database. CORBA is a new distributed computing schema, and it is more efficient than any other schema. In this dissertation, we introduce a new framework of federated database, in which CORBA is applied. The new framework sets the user and application apart with database, and it is ignoring the difference between the flats which system are building on, the difference between the network protocols and the difference between the programming languages by which subsystem is implemented. The new framework introduces two client/sever models and three system components. Two client/server models are the models between federated clients and federated processor and between federated processor and federated members. Three system components are federated processor, federated client bus and federated database bus. Federated processor is the core of the federated system, it treats with all federated transactions. Federated client bus is the core of the first client/server layer, it is able to accept requests from federated clients, and it is able to find federated processors in network while selecting federated processor for federated client. Federated database bus is the core of the second client/server layer, its function is similar with federated client bus, the only difference between the two buses is their position.
