Recently, the number of environmental protection standards formulated or revised gradually increases, so does the requirements related with guidance, scientific nature, universality and operability of the standard. Environmental standards and technical specification cover all fields of environmental protection. It is necessary to manage these environmental standards from the scientific, accurate, real-time aspects. Besides, standards makers should be selected from high level experts list with cautious attitude. The traditional formulation and mangement method of standards showed certain random and uncertain characteristics, involved with many experience guidance, caused low effectiveness during formulation, enactment and amendments of the standards. With the development of information technology, a large number of industry data has been accumulated. At the same time, implementation of the various standards and change trend of factors related could be tracked and analyzed through effective tracking technical. All these works will guide the environmental standard management.This study put forward the idea of environmental standard management driven by the knowledge engineering. Data mining technology was applied in standard management to provide intellectual support. Information can be obtained in production practice through knowledge discovery, process management, information application technology. It is important and useful in scientific managing standards field to apply such basic information to environmental standard management.The main research contents in this study are listed as follows:1. To hackle and analyze the core content of environmental standards management. In this part, the working contents and procedures of environmental standards management is hackled, difficulties and problems to be solved in environmental standards management is summarized, the data and technical support for information work of environmental standard is discussed.2. To study data mining technology, to select and modify K-Means algorithm, thus to apply the results in environmental standards management. In this part, how to using basic data to provide technical support for standard management was examined, such as giving the standard content pre selection algorithm, the standard group member analysis algorithm, standard adaptability evaluation algorithm and decision algorithm of standard to be modified.3. To construct Demo system as one reference for information management system of environmental standards. In this part, the design concept, research platform for the basic architecture, database table structure, system functions, etc are comprehensively researched. The main purpose of this study was to explore and research the possibility of applying knowledge engineering in environmental, standard management, together with to discuss methods and strategies used in this field. Demonstration system was developed as one reference for environmental standard informatization. The possibility of applying information technology supported by knowledge in environmental standard management was verified, which provide one reference for scientific environmental standard management.
