By using the modeling language UML to analyze the system users, communist information, organization chart, democratic appraisal, rewards&punishment information as well as the functional requirement of communist development, branch meeting, etc..According to system design principles, proposed system building goals, overall design, structure design and each functional module design, divided whole system to users, member profile, organization chart, democratic appraisal, rewards&punishment information and communist development, etc. Total7modules, and also identified relationship among each modules.When designing the function of thesis, firstly designed the overall layout of the system, and then come up with sub layout of each modules, at the same time designed each category layout according to each sub layout, and draw out the sequence layout according to category layout, hence leads to core control procedure layout by choosing one of the operation of controlling category. Eventually designed the database, drew out entity metrics layout and database sheet.The building of communist service management system can realize resource sharing, not only can improve the service quality and efficiency of related department, but also can be easily used by every level of users, which is beneficial to management service level enhancement and good application effect.
