The Pearl River Delta waterway, with about130waterway freight routes, lead in all directions including Hongkong and Macao. According to the statistics, nearly3000small vessels travelling between HK and Macao(hereinafter referred to as small vessels) are active in the Pearl River waters and southeast coastal waters of China. Taking the car goes imported and exported which are supervised by Chinese Customs in GD Province as an example, almost one-third are transited by small vessels. With both high capacity and low cost, small vessels have been important parts of the import and export trade transportation of GD Province for half a century. Therefore, supervising small vessels is an important part of the customs supervision. In1998, the State Council declared the midway regulation of small vessels from Chinese Customs to be recovered, which has remarkably restrained smuggling in the Pearl River waters and thus enhanced the supervision of small vessels.In this paper, the background and the significance of our research, together with the application status of small vessels supervision system will be demonstrated, after which our research work will be shown. Analysis on the organization structure, the existing business procedure and relative problems of the supervision system will be carried out, and improved procedure will be discussed. In functional analysis, with the help of data-flow analyzing and data dictionary, we demonstrate the structures of the whole system and each functional module, including ship-filing, ship-supervision and ship sailing warning. All the data for our system will be studied in the data analysis section, followed by the E-R figure and the database table structure chart. Finally, all the content of our research work is summed up and the prospect of our work in the future will be shown. The system aims at speeding up customs clearance and thus improving the transport efficiency farthest. According to the practical application of customs and companies, mobile communication network and GPS shipboard terminal are introduced into our system as the wireless transmission media for monitoring the vessels track. The GPS shipboard terminal is developed to conduct electronic declaration during sailing in order to improve the efficiency. Also, the nautical chart is plotted by the system for broadening Chinese customs supervision area. Meanwhile, data mining is carried out based on both declaration data and dynamic navigation data, and the warning functions have also been developed to support the precaution or inspection for customs, which is helpful to technique integration and supervising mode innovation. According to the above methods, our system contributes to the Customs’ supervision and the quick declaration, and also provides better service for companies to obtain real-time dispatching information.
