Internet Web service with the user increased demand is also rapidly increasing, in order to meet the changing needs of the users, service providers need to combine its Web services, service providers also need to be improved the quality of Web service, so as to realize more complex functions to meet the users. The Quality of Service (QoS) as an important attribute of Web service, it had become an important basis for the users to select a Web Service. Web service QoS attribute is mainly composed of Response time, availability and throughput a series of non-functional attributes. When users select the Web service owned by service provider, a common way is through "dominant" relationship of the Skyline query processing, choosing the QoS attribute is best not to be any other services dominate the Skyline of services, through Skyline query processing, users can easy to select the Web service. But this leads to many poor QoS properties of None-Skyline service cannot be selected by users, therefore, the None-Skyline service needs to be promoted to become Skyline services, than it can be selected by the users. This will not only be able to bring more profits for service providers, but also to enhance the service providers’s brand image, so that for service providers are an urgent need to address the problem.At present, some scholars domestic and international had done some research to improve the None-Skyline service, but there are still some inadequacy, such as limited to the data in the grid to improve the None-Skyline node, or QoS weight only reflect the proportional relationship for improving different QoS properties, not directly reflect the QoS properties promotion costs. According to these situations, based on the analysis of the services selection of Skyline techniques, an algorithm based on distance for services competitive improvement is designed in this paper.The main research content in the paper is to improve the QoS properties of None-Skyline through the Skyline query processing, which makes the None-Skyline service to become Skyline service. This paper first need to calculate that the many different Skyline service areas had been composed of all Skyline services, these Skyline service aeras which connects by all Skyline services are the goals of the None-Skyline service arrive. Then, it calculates the distance from the position of None-Skyline services to different service areas and selects an improvement program with minimal distance. The experimental results on real data sets and synthetic data sets show that the algorithm can effectively improve None-Skyline service to become Skyline service. This algorithm is more effective and less costly than the current two approaches. According to algorithm, the paper designs a prototype system, and the prototype system was tested.
