For the future development of the journal Xiangshan Forum, this paper studied and analyzed a smart manuscript management system, which is easy to the contributor, the editor and the administrator, that is, by working innovation with the aid of information technology, it could improve work efficiency and overcome the obstacles, like distance, inconformity, inconvenience.The paper introduced the background, the current status of the research as well as its significance, and clarified the research content and main assignment. In the part of business analysis, according to the exist problems in manuscript management, organizational structure and the original business process, the study gives improved business process after reconstruction. In the part of functional analysis, by using case description and analysis, the study clear the function of the manuscript management system, and present an overall function package diagram and five subfunction package diagrams, which included remote submissions package diagram, manuscript management package diagram, solicit contributions package diagram, copyright royaltys package diagram and remote management package diagram. In the part of data analysis, based on an analysis of the data that each function of manuscript management system need to process, the study gives an entity class diagram and establishes a database table structure. Finally, summarization made for the work done in the paper and the further work to do is proposed. This paper carry on the business process reengineering of system and the modeling of function and database, which is aim to lay a solid foundation for the completion of the manuscript management system in the future.
