This paper introduced the research background, significance, present research and present situation of project application about the bidding management system in the Guian placement industry investment co., LTD.,.Then the paper cleared the research content and main work. In the chapters of business analysis, the unit organization of the company and the problems of bidding management have been studied then put forward existed problems. In the paper, the business is divided into four parts based on the analysis of the traditional management mode and business process:the preparing of the bidding management, expert management, assessment management, bid management. Computer management information system has been introduced to control the business process, then presents a new modified business process; In the chapters of functional analysis, based on the analysis of the bidding business, the system users is divided into five roles:editor, evaluator, experts, system administrators, which was decrypted by the case analysis method. In this way, the function of bidding management system has been cleared. The paper using package diagrams to present system’s overall functions, which was divided into four parts:bid preparing management function, experts management function, evaluation management function, bid management function; In the chapters of data analysis, the paper studied the data that need to be deal with in the system, then entity class diagram is given, and database table structure was established. Finally summarized the research and analysis work, and the further work were also discussed.
