The types of meteorological information are increasingly abundant but meteorological information dissemination channels are limited to radio, television and mobile phones. Most people especially those who are concerned about meteorological information in rural areas, can’t get more abundant meteorological service information. Because of dispersed rural population, economic conditions, quality of personnel and other realistic conditions, rural areas can’t get weather information at any moment via the Internet, mobile phones and television like the cities. There are great limitations in the access to meteorological information in rural areas. At present weather display screens have become popular in some of the cities and urban residential areas, but very few are serving rural areas, while there are vulnerabilities in the weather information update mode, information dissemination stability and security of the existing system. It is imperative to establish a "new rural integrated information service system" to adapt to the new demands.This paper describes system analysis and modeling in detail, using software engineering ideas to analyze, model, develop, and utilize the system for the whole process, detailing the application of software engineering ideas in the system development. This system is an information publishing platform combined with Web, using MVC and workflow technology, using LED electronic weather display screen as a terminal to provide a safe, efficient and effective publishing management platform for the refined new rural meteorological information and promoting agriculture information. The system mainly achieves the functions such as parameter input, information auditing, information collection, information dissemination and GPRS terminal management and maintenance for LED electronic weather display screens, provides user login interface to the meteorological electronic display operation, encrypts for transmission of information to enhance security of information dissemination, as well as achieves the functions such as the classification, collection, query, print, and statistics of all kinds of information for leadership decision-making."The new rural integrated information service system" integrates the information categories of government affairs, merchandises and other information, on the basis of the combing of the various original weather information categories, expanding the simple meteorological information service system to the rural-area-oriented comprehensive information service system, and has been implemented and put into business application, bringing positive social and economic benefits. It is well-received by the rural masses, and has attracted the attention of the party and government departments at all levels.
