The proposed scalable design is asserted to be a straightforward extension of thecurrent HEVC system, based on “Joint Call for Proposals on Scalable Video CodingExtensions of High Efficiency Video Coding (HEVC)”(short for CfP), there are twoof categories in Cfp that we study is: first, Intra-only Spatial Scalability, second,spatial scalable of HEVC.Intra-only Spatial Scalability of HEVC methods make use of the texture featuresof the base layer to reduce the time of the partition of CU and gain a effective intraprediction mode, as well as take advantage of the correlations between intraprediction mode information in base layer and enhancement layer to improve the intramode coding in enhancement layer based on HEVC. Compared to simulcast highresolution coding, the enhancement average luma BD-rate up to35.1%in theproposed mode, so that the inter-layer intra prediction can display better and reducethe redundancy.The proposed spatial scalable of HEVC design is asserted to be a straightforwardextension of the current HEVC system, and it contains the following features. First,up-sampled base layer pictures are available as additional reference frames during bythe motion compensation process. Second, multiple up-samplers are supported andalso managed through the prediction process. Third, base layer motion data isincorporated into the merge and motion vector prediction processes at theenhancement layer. Fourth, high frequency inter-and intra-prediction operations areallowed in the pixel difference domain. Fifth, additional tables are made availablefor CABAC initialization. The resulting system achieves the following average BDrate improvement relative to simulcast anchors provided in the joint call for proposal:EL-only actual rate up to30.4%and47.8%in factor2and1.5respectively.
