With the launching of the value-added services in mobile networks, more and more service providers (SP) want to obtain the mobile customers real-time dynamic information from the side of the mobile network operators, in order to carry out their wide range of businesses. Now, each SP has their own way to get basic network data from the operators. That comes to these flaws:First, operators have to maintain data-link to each SP, resulting in a large number of redundant construction; Second, the data provided by the operators is difficult to do things like accounting and billing; Third, SPs waste much time to decode basic network data from different types of networks and analyze them to fit their special businesses logics; Finally, there is large security risk in the way of data sharing, easily lead to user privacy leaks and other legal issues. Therefore, the research and development of a unified platform of dynamic data to resolve above problems is necessary, and has a certain practical value and theoretical significance.This paper studies the design of a kind of unified data platform, called Open Information Dynamic Data-engine (OIDD). The goals of OIDD, is to unite the interface between network operators and SPs, to decouple their direct contacts. The operators simply convey relevant data to OIDD platform, and then, all SPs can get their favorites from the platform quick and clean. It is OlDD’s responsibility to cover technical details of the specific mobile network from SPs, to provides an unify interface of providing user data despite of network difference. Also, the OIDD platform integrates data collection, data analysis, data storage, data recovery, data mining, and SP management and billing functions, and also has the advantage of high throughput, low latency and high robustness performance. This paper analyzes three key points in the design of OIDD platform:data acquisition and analysis part, the store and query of scenes and the disaster recovery mechanisms in OIDD. Finally, this paper talks about the future development of OIDD platform:a multi-level OIDD network.
