The information service platform is based on the cloud computing and content intelligent processing, which aims to create a video database cover all the country and even all the world, as Google video. Thus, TV programs can playback for some important information, such as news, public policy and other kind of resources. The traditional information retrieval can’t manage the unstructured information effectively. This paper provides a new method to solve these problems. It can realize intelligence service processing in TV stations and Websites, at the same time, it can provide a more comprehensive and open platform for TV information retrieval and data mining.This paper comes up with a system, which can convert the process to deal with the TV program from a traditional artificial way to a more efficient automatic way. Based on the actual demand for TV content, The system can combine the work flow for all the process. Lessoning from large amount of open source technology on Internet and many industry applications, I analysis the normal ways and use an engineering way to combine the technology, using C#, PHP and other programming language to write this system. Meanwhile I learn the architecture and design idea from Google and Taobao for cloud computing structure. Most of the content is on the process for how to find the idea and how to complete the whole system. At last, I finish an integrated system, which can deal with the TV content automatically and provide could computing services for customers.
