The rapid development of traffic management informatization helps the traffic police working more normalization and science. The system has still some problems though it has developed very fast. Such as the information between each special system can’t be amalgamated or shared though these kinds of information are in the same network. And it appears the "information island". To solve these problems, we need to construct a control center and the visualized traffic management information integration system which based on GIS. This system can integrate the hardware, software and information of all kinds of traffic management systems through the network. And we must develop a software platform which can be operated easily and has lots of features. After that we can realize the information sharing. And the technology using skill in the department of traffic management will be improvedUnder the background of CiXi traffic police command center project, we will discuss the present situation and the problems of traffic management information system firstly. Then we will make sure the necessity of designing the visualization based on GIS traffic management integrated information system. On this foundation, we will discuss the development of the future traffic management information system. After that the architecture of traffic management information system will be analyzed, and we will design the display control system, network storage system, traffic data collection and distribution system and other core systems in a plurality of ways. Then we will solve the problem about the fixed weight of traditional Dijkstra algorithm by combining with the variable weights of SCATS real-time traffic data acquisition, and bring up the intelligent path planning algorithm which based on the real time traffic data acquisition. This algorithm can improve the reliability of traffic guidance.
