Faced on the rapid development of global internet and information technology, it is possible to communicate each other using accessible information of internet in the world. With proposed the bridgehead strategic in recent years, China-Vietnam comprehensive strategic cooperative relations are consolidated and strengthened, and both the two sides are at a critical period of economic and social development. Relying on the bridgehead strategic, mainly for Southeast Asia and South Asia regional information website emerges as the times require, but mostly based on information dissemination, can provide instant communication is especially less. For constrain of cost and language retrieval technology, the technology and platform of cross-languages instant communication is short. Therefore, study an online customer service system can support instant interactive communication across languages has become a top priority.Through the investigation and analysis of the early, this paper introduced the main technology needed for the project (online customer service and knowledge management technology, implementation of the multilingual website; the standard of multilingual character code; multilingual interactive and cooperative translation technology). This research used the B/S structure design of pure network application system based on Web service. In addition to the Web browser, the client does not need to install any software or programs. The implementation of the system model was based on XAMPP platform. It made requirement analysis, system framework design database design, functional design and implementation for China and Vietnam online customer service system.We use Vietnamese as the starting point, based on the research on minority language standardization, Multilingual interactive technology, Computer-aided translation technology cross-language. In order to solve the shortage problem of online instant communication across languages, through the use of cooperative translation to help customer service translate the not familiar or uncertain language, keyword retrieval and translate the familiar answer language to target language. The combination of artificial translation can quickly grasp the customer requirement and question, can answer in time. To improve communication effectiveness by using knowledge management, to save a piece of mono-language information into multi-languages, to establish a multilingual knowledge base and single language keywords table corresponding to each other, to complete the transformation of multilingual retrieval to the single language retrieval, in this way,only the Chinese table of keywords retrieval, the retrieval results can be obtained. Implemented the effective communication and exchange, solved the online cross-language instant interactive problem, and realized the online customer service system.Finally, this paper summarized research findings and proposed the research and improvement of system.
