With the continuous development of science and technology and comprehensive national strength, the state spends a lot of financial support scientific research, but also the formation of a number of scientific research, how to select the appropriate scientific support and research projects carried out correctly identified science and technology evaluation of the core content management, related to national science and technology development. Forward for the realization of the objective evaluation, fairness and justice, this paper works on the core issue of science and technology evaluation-expert selection of issues in-depth research and builts multi-objective decision making based on expert selection model.In this thesis, we introduce a subjective weight multi-targets decision method based on analytic hierarchy process and an objective weight multi-targets decision method based on entropy weight to choose experts. subjective weight multi-targets decision method based on analytic hierarchy process begins with building experts indicator system, then makes use of analytic hierarchy process to solve weight coefficient of every indicator, after that uses experts marking in every indicator, finally gets chosen experts by sorting experts with weight. Another objective weight multi-targets decision method based on entropy weight building experts indicator system, this algorithm standardizes experts indicator matrix to get decision matrix, then computes entropy and entropy weight of every indicator, afterwards uses this entropy weight to compute weight sum for expert standard indicator, and then sums and sorts comprehensive evaluation of expert, finally chooses our wanted experts by sequence.Through research that we propose two methods:a subjective weight multi-targets decision method based on analytic hierarchy process and an objective weight multi-targets decision method based on entropy weight. Both methods have advantages. Subjective weight analytic method can set weight for every indicator to improve certain indicator's influence on selection according to project requirements while objective weight analytic method can reduce anthropic factor. Experiment results show that both methods can choose excellent experts while both methods have different emphasis.
