Research Of Workflow Technology In E - Government System And Implementation

With the rapidly deepening of the economic globalization, the high new technology and the knowledge economy, being the representative of information technology, have developed greatly and brought the huge pressure and challenge to the government operation and public administration. This urges the government to comply with the trend of the times, deepen the reform diligently, transform own function and causes the government to become ministrant, transparent, effective and responsive. Thus, after enterprises proposed the office automation system, various countries' governments proposed one after another the concept of E-government to realize information sharing and real-time communication between many government departments, raise government's working efficiency and enhance government's decision-making ability.This paper describes the background, current situation and developing trend of E-government and its core technology, the technology of workflow. Basing on the analysis and discuss of the three-tier architecture developing method, this paper designs the gross structure of the system and carries out the system's project design and the function design according to the actual operation procedure of Agricultural Resource Development Bureau of Jiangsu Province,.The research purpose of this article is to construct one a flexible and expandable work flow model which is suitable for the government departments, thus to establish a high effectively operated automation of office procedure such as archive circulation, civil service administration, resource management, information sharing and net meeting and to provide the flexible system connections and the reliable system connecting modes, as well as many kinds of data acquisition manners, thus to provide the powerful support for the management and decision-making based on the E-government system with J2EE lightweight workflow management system(JBPM).
