DTN is a kind of intermittent connecting network, covering MANET, WSN, and Interplanetary network, etc. It has a very broad application prospect in the military, the scientific research and land civil. DTN is one of emerging frontier study hotspots which current international concerning about. Although DTN oriented to delay tolerate environment, providing a certain level of QoS guarantee ability to many practical applications is still important. At present, regarding to DTN quality service model research is far insufficient, DTN's intermittent connectivity characteristic makes it cannot directly use the existing quality service models. For this reason, based on thorough investigation to DTN, the paper proposes a service quality model suitable for DTN environment to provide service quality assurance for the application.Taking supporting the timeliness and resources sensitive of DTN service quality assurance as research background, this paper integrates the cross layer ideas of INSIGNIA architecture and intelligent management mode of PBNM architecture to design a distributed quality assurance system -- DTN resilience quality adaptive system. The system has seven modules:Quality Consultation, Policy Specification, Policy Decision, Resources Evaluation, Quality Supervision, Policy Deployment and Routing implementation. Aiming at this prototype system, the paper improves previous routing protocol to propose a new routing protocol, called Adaptive Seed Spray and Focus Routing. According to this routing protocol, this paper introduces function and implementation of prototype system's seven modules in detail. This paper uses ONE network simulation software to analyze and estimate the performance of prototype system. Compared with the MaxProp routing protocol and Epidemic routing protocol, the result indicates that use prototype system can reduce the messages lose rate, end-to-end delay, routing overhead, and improve message delivery successful rate.
