Network management is complex system engineering .the shortcomings of client/server model are becoming more distinctly. This kind of model can not afford the task of managing distributed and heterogeneous large-scaled networks. PBNM(Policy-based Network Management)is a promising solution to the challenge of automation and dynamics facing network management in new circumstances. In this paper, the evolution of policy-based management is introduced. After that, the current situation of research in policy-based management is overviewed. Mobile agent has been an important means of managing distributed systems. With mobile agent, the traffic between PDP and network device is dramatically reduced. It analyzes the advantages and disadvantages of mobile agent based network management and policy-based network management, proposed architecture of network management with flexibility, intelligence and autoimmunization, and discussed the performance, to evaluate the feasibility of the architecture. Policy conflicts are common and important problem , conflicts can cause undesirable system behaviors,so The meta-policy concept is introduced. But one solution to solve system conflicts is not available. Nowadays, various methods are proposed to resolve policy conflicts in network management systems. These methods work only in limited or specific scopes, so multi-policy conflict resolution methods are often combined together to resolve policy conflict. The processes of different policy conflict resolution methods are isolated, and the results of these methods are also isolated. So the existing results of policy conflict resolution are nor taken into account in these processes. so conflict may exist between the results of these different conflict resolution methods. The possible conflicts between results of different policy conflict resolution methods are analyzed, and detection and resolution methods are proposed to detect and resolve these conflict. Finally the experiment results and conclusion are presented.
