| Nowadays, the risk of funds collection is normal in all walks of life, and the communication industries have their own characteristics in the field of fund collection. As a large communication enterprise, there are many service networks and agents in the China Unicom company. So the cash flow is rather huge and there are also many kinds of fund collection channels. The available fund collection and management systems are failed to monitor the liquidity in real-time, so there are always many problems. Such as the special fund is appropriated, the income couldn't be handed in time, and the fund collection does not match the system income and so "on, which have brought about large losses and troubles. Hence, how to reflect, audit and monitor the fund collection and management in various business channels in time and intensively, and how to avoid the emergence of misappropriation or the delay of payments simultaneously, are the problems that the financial department of China Unicom must solve.In the beginning of the paper, the current situation and existing problems of fund collection and management system are discussed, so as to validate the necessity of developing the fund collection management system based on Web Services. On this basis, the system function, the operating procedures of collecting and managing funds for all managers are described firstly. And then the whole system's framework, the core subsystems which provide the technologies are made the detailed design. Especially, how to realize the integrating of the capital gain and financial software system is the key problem in the paper, which can form the fund monitoring and flowing reporting quickly and accurately. By which, the fund condition of different business channels are delivered to the managers in time, and the quality of the fund monitoring is improved. In the end, the analysis of the expandability and the investment benefit of the management system is also made in the paper. |
