In the progressive development of Internet technology, the E-commerce business, as a new business model, has been widely used in a variety of domains as industrial, agricultural, trade and financial services and other industries in China. As a major pillar of the financial industry, market scale of the insurance industry developped rapidly during 2006 and 2008, but lack maturity. The development of E-economie was in the start-up period. Nowadays, in the insurance market, how to set up an insurance card marketing channel single self-activation system to help customers to purchase insurance products, has become a major insurance company in-depth study.On abundant analysis of demands, combined with years of practical experience, we use the Open Source Technique and platforms, including the Spring Framework, Hibernate, jBPM, DWR Deng, which can help effectively reduce development and maintenance of cost and improve quality of the system. Using eclipse 3.2, jdk1.4.2, myeclipse 4.1, SVN-1.4.2, tomcat, visio as a system development tool. And using IBM DB2 as the database environment, J2EE architecture technology, developed a single set of self-insurance card activation system.In the development process of this subject, I designed a data synchronization system with strong balance between network load and timeliness of synchronization of data by studying the user behavior. In this system, the data synchronization process has been considered adequately and lots of exception has the relevant solutions so that it can run with unattended in most of cases. In another hand, this system can share data with core system of insurance company through the interface between the two systems. So that can generate reports as the same as the core system, in this case, a lot of operation cost can be saved.
