With the rapid development of aviation industry in China, especially the overall promotion of the strategic thinking constructing a power of aviation in China, CAAC ATM has been putting forward higher requirements for the content and quality of aviation weather service. On the one hand, weather service has been making increasingly complicated demands on operation-related data processing, information mining, and cross-platform application with a variety of researches intensified and applications strengthened; on the other hand, the applications weather service oriented to have become increasingly unpredictable for its openness. As a result, how to acquire the useful service products from mass meteorological data, effectively deal with the expansion and renewal of requirements in different application environment, and provide varying user groups with convenient and general service in different kinds of operation systems have been the problems pressing for solution in current civil aviation weather service system.SOA is a development model which can effectively deploy information service system and provide schemes for software reuse and expanding and improving efficiency of software development under distributed environment through its characteristics of excellent loose-coupling, independence of platform and inter-operation. WCF is SDK putting SOA framework into effect under NET Framework which integrates the past distributed technology of NET platform(NET Remoting,Web Service,MSMQ,WSE,ESB)allowing developers to create service-oriented enterprise applications in the same way.Under the background of constructing a civil aviation weather service system, the design and implementation of a distributed civil aviation weather service system based on SOA framework are discussed systematically in this paper directed to the characteristic of distributed business application, prior to which an in-depth study of theoretical basis has been carried out. The work contents are mainly composed of the overall design of this system, the requirement analysis of the main project, the foundation and target of design, and the establishment of N-Tier structure etc. First, in terms of system design, operational logic, UI view, and module dynamic loading technology are discussed; second, the actualization of this system, especially the analysis and implementation of system framework are elaborated; third, the principle of layered architecture design is studied, and its data layer, business logic layer, service layer, application layer, the presentation layer are explained respectively; forth, the implementation of Oracle database is studied whose partition management, distributed access, heterogeneous databases and transparent gateway are discussed profoundly; last, the design of service contract, data contract, and fault contract are discussed.This paper is outspreaded from the design of the distributed service system, and the theoretical study on the cores such as the actualization of Distributed Database and the design of contracts are all combined to specific examples.
