Based on that, this article introduced the system's functional requirements, structural design, database support and development of the three-pronged approach. In addition, it analysis the requirement of users, describes system data structures in detail, and implementation method. Finally, this article provided a reference for research for further study and issues to be resolved. With the help of the system, the R&D management in user enterprises will be more precise, and make greatly progress.
