In response to globalization and fierce competition, business process should adjust according to demand. However, business process often can not be successfully realized, thanks to the disconnection between process definitions and implement in workflow design. Among those changes, some are predictable, while others are unpredictable, in addition, participants as well as resource of activity are liable to changes. All those issues give rise to complexity of business process. Along with the deepening of applying workflow, this complexity increases accordingly, which indicates it's impossible to cover all the uncertain factors during the period of modeling workflow. Therefore, it has become increasingly important for workflow management system to support flexibility.This paper puts forward a new flexible workflow modeling method based on ECA principle. This method classifies active nods into common nod and flexible nod, respectively. A flexible nod can be interpreted as sub-workflow while route information is expressed as event and rule. As a result, construction of workflow model becomes relatively easy, only requiring active nod and rule. Furthermore, in replying to flexibility, when a change is necessary for certain workflow model, we only need to modify activity of activity set, and alert related ECA principle. A workflow modeling method, which is easy to modify, is built. A model verification method has been given with regard to the analysis of conventional flaws. Finally, a transmission approach of instance on dynamic workflow has been given.
