SOA is a services-based, reusable, loosely coupled, interoperable distributed application mode. It is the evolution and extension of new software architecture, components, middleware, and distributed computing in Internet environment. Web Services as the best implementation of SOA is being developed with the WSDL, SOAP, UDDI and other standards. With the increase in the number of services, it becomes more and more important to help users quickly finding services to meet their own needs from the larger set of alternative services, so, the publishing and discovery of service becomes the focus of the study. With the increase of Web services'species and number, unsuccessfully releasing up, higher finding pressure, easy failure of single point, weak scalability and robustness, and other bottlenecks have come true in traditional centralized UDDI registry model. To solve these deficiencies, in this paper, the WSPD architecture model of Web services publishing and discovery combined with P2P technologies is proposed. The proliferation of Web services publishing and routing lookup algorithms based on Chord protocol is proposed, and the two layers searching method that is suitable for larger-scale networks for service discovery is proposed, to improve the search efficiency of service discovery.Taking enterprise information management system for example, according to the system's requirement analysis, realizing manner of Web services and its design, the SOA-based Web services development process and major steps are given in this paper. Services in the way of WSPD are deployed, published, tested and run. The Web services publishing and discovery algorithms that proposed in this paper is validated to be feasible, meanwhile, this example also validated that the Web services have important value.
