The level and performance of city management directly related to the city's functions, and digital city management has become an important means of modern city management. GIS technology is one of the most importance supports of digital city management. This paper which is based on the framework and upgrade construction project of digital city management system of H City illustrates the position and function of GIS platform in the digital city management, and elaborates the designing and implementing process of the upgrade of GIS platform.Firstly, we analyzes the present researching situation, the profession processes of digital city management of H City, and its construction ideas, overall functional platform framework and network structure. We focuses on the design of system structure of GIS platform in the digital city management, clarify the relationship between GIS platform and the various subsystems of profession process platforms, and divide the functional modules of GIS platform.Then, we describe and discuss the related concepts, design principles and technology issues of GIS platforms spatial database system. After that we design the GIS platform of city management, and implement the process by using ArcIMS. According to the various subsystems of processing platform of digital city management, we abstract various GIS modules which are to be achieved by WebGIS engine. A detailed discussion of these tools for GIS modules is implemented. For whole, we describe the integrated approach of GIS platforms and other business subsystems. Finally, we test the map edit of GIS platform, the update of GIS platform, the integrated service of GIS platforms and other features platforms under the new structure. We compare the new architecture integrated GIS platform with the original H GIS platform, and find that the speed, the efficiency, and the terms of user interaction are more excellent than the original H City GIS platform, which means that we achieve the desired goal of results.
