The problem of the flow of rural workers is divided into two branches: the output of migrant workers and the return of them. With the development of productivity, there will be more and more rural surplus labor force. And the output is still the main way to transfer rural surplus labor force, create more job opportunities for rural workers and increase the income of them. However, in a specific historical period, subject to economic fluctuations migrant farmers chose to return to the countryside and gave up their work in cities. By the end of 2008, with the economic crisis attacking our nation and the deepening of our economic structural adjustment, return, as one of the main branches of the problems of migrant farmers, has become the topic discussed hotly in our country and even in the whole world once again. The return of migrant farmers in China is different from that in other countries, and thus China's national conditions should be taken into consideration when we make policies and reasonable and effective measures should be taken in order to address the China-specific return of migrant farmers. If this problem can not be solved well, it will be unfavorable for the realization of new rural construction, agricultural modernization and even the whole country's modernization. For this reason, it is necessary to study the return of migrant farmers profoundly. This paper will date back to the three returns of migrant farmers in our history since the founding of new China. The focus is made on the rural workers who returned to the countryside due to the effect of both the global economic crisis and China's economic restructuring.It is pointed that return of rural workers happening recently has distinctive regional and structural characteristics, and the main reason of return is not the result of government guide but the effect of economic crisis and our country's structural adjustment, which force the rural workers, who are at the end of the industrial chain, to face unemployment first, and after the reasonable analysis of their own conditions and the economic conditions, they choose to return to the countryside. This paper analyzes the effects they bring to the social structure in countryside after they have returned, and mainly analyzes the positive effects they have brought to the economic, political and cultural structures in the countryside. After analysis, it is found that the effects that rural workers bring to the economic structure in the countryside are: the return of migrant farmers is favorable to the industrial structural adjustment of countryside, to the upgrading of consumption structure in the rural area, to the regional structural adjustment of countryside, to the development of rural economic co-operative organization, to the development of enterprises in towns, to the construction of small towns and to the construction of new countryside.Effects that return of migrant rural workers brings to the political structure in the countryside are: the grass-roots power gradually transfers to the elites of migrant workers who have returned to the countryside, which increased villagers'political awareness and makes them participate in the politics actively. Effects brought by return of migrant rural workers to the culture of countryside are: return of migrant rural workers impacts the social customs and religious conception in the countryside and change villagers'traditional values of life. In this paper, the focus is made on the effects of return of migrant rural workers to the economic structure of countryside. This paper creatively combines the global economic crisis with China's economic restructuring when studying return of migrant rural workers and points that it will increase the psychological expectations of returning migrant rural workers if the press pays excessive attention to them under the influence of economic crisis and proposes that the returning migrant rural workers will become elites in the fields of economy, politics and culture in the countryside. This paper agrees with the scholars, headed by Bai Nansheng, in the view that the output of rural workers is a main method to transfer the surplus labor force in the countryside, and at the same time, points out the measures that should be taken to response the return of migrant rural workers from the point of view of our government, enterprises and rural workers themselves and strive to make the measures useful to solve the problem of migrant rural workers'returning.
