Population is the most basic economic and social problem. It impacts on the economic and social development extensively and profoundly. Fertility problem is one of the most important problems in population. Fertility culture, which stays an important position and influences profoundly on future development of population, is the value that people holds on fertility problem. Nowadays the accelerating process of urban and rural integration is one of the most remarkable characteristics in the economic and social development of China. The integration of rural and urban brings prosperity for economy, and more importantly it spreads the culture and renews people's traditional concept.The article analyzes the trending characteristics of fertility culture in the process of urban and rural integration from the fertility culture angle. Then, according to these characteristics, the article puts forward several ways to the construction of modern fertility culture. Besides, the article gives an empirical analysis to the construction of modern fertility culture and its effects, as a case of Pudong new area. In the end, considering the changing characteristics of fertility culture and ways to construct modern fertility culture, the article gives some policy suggestions to modern fertility culture in the future. The purpose of these suggestions is to promote the coordinated development of society and economy in a better way.As to the research method, the article uses Robert Redfield's "small traditional" theory, and induces the theory framework of Archer's culture "analytical dualism" to fertility culture for the first time. Then, with this framework and the changes of fertility culture in the future, the article puts forward several ways to the construction of modern fertility culture. That is, the role of the education network in philosophy propaganda, the role of regulations, the role of material and technical service, and the role of market mechanism to play. In addition, in the case of Pudong new area, the article gives an empirical analysis and case studies to the construction of modern fertility culture in the process of urban and rural integration.In the end, the paper puts forward several policy suggestions. Such as, the government should eliminate social problems caused by unreasonable sex ratio at birth through constructing modern fertility culture; attach great importance to the effect of modern fertility culture on accelerating the process of urban-rural integration and give appropriate adjustments to fertility policies; and improve social public policies in order to better people's attitudes of fertility.
