There's a grave situation of college students' employment .Unbalanced supply and demand relation won't be solved in the short time although a series of relevant policies on employment expansion have been issued. Some college students break their promises just after getting the jobs due to the dissatisfaction between enterprises and graduates. The college students are generally busy with job hunting during the last semester. They are in and out of different markets of human resources, take the interview and resign because of various reasons. Actually most of them find their ideal jobs after 1-2 years or even longer. This stage is called Period of Employment Fluctuation.The paper focuses on the graduates' psychological fluctuation and employment cost which is caused by unhealthy psychology, improper employment concept and false employment technique. At one time, some negative emotion occurs. The graduates become anxious, gloomy, tired of life, which must bring the social problem if effective measures are not taken.The paper also explores how to carry out graduates' counseling supported by government, enterprises and social organization to reduce the employment cost. A Chain Employment Hotel--House of talents is taken as a successful example to show the possibility of applying creative ideas in switching college student resources to primary means of production. A bold assumption --Intercity Employment with Zero-cost Accommodation is put forward in this part, which is hoped to help college students expand their minds during the period of employment fluctuations.This paper finally makes a comprehensive survey of the difficulties of college employment and indicates that to reduce the employment cost during the period of employment fluctuations is only a temporary solution, not a radical measure. The only solution to the employment difficulty is to find its deep-rooted causes, speed up reform of higher education and regulate the structure of economic development promptly. Only in this way can the problem of graduates' employment expansion be solved.
