| China's social reform and in the process of development, has been formed in the possession and control of social resources to the poor status of social groups. And socially vulnerable groups in society means the right to development opportunities, the material conditions of life of vulnerable social groups in our country, socially disadvantaged groups can not be ignored has become a social interest groups. The 21st century, China's urban growth in the number of vulnerable groups, the proportion of year-on-year increase in the economic system of a sharp transition and the gradual deepening of enterprise reform, urban society in China led to a number of economic, social conflicts. City social work is accompanied by a sharp transition of economic structure and evolved as a prominent issue is the inevitable result of social transformation, but also long-term future must face the grim problem. In this paper, Baoshan District, Shanghai as an example, the survey of urban social work needs of the target conditions, analysis of urban problems in social work, come to improve the Government's response to the current social work model is the most direct and effective way. In this paper, the Government's response to different modes of analysis and comparison, in accordance with the development of social work, the "democratic governance-type" model is the Government's response to our government to respond to the inevitable demand for social work requirements. Based on the demand for social work model of the Government's response on the one hand, the target for social work and the different needs of different content management system, on the other hand, is committed to improving the management of service performance management and working mechanisms.
