In the end of the 20th century, large-scaled regional population movements in urban and rural areas had a tremendous impact on China's urban development. In the mobile population, there is a group which should not be ignored. That is those children who join the movement with their parents from rural areas to cities, who for many years company their parents living in cities. Those children are completely different from the native rural ones or the other resident children in the cities. This phenomenon has brought a number of social problems such as identity discrimination, cultural identity, crimes, etc.At the present, China is in the period when the number of children living with non-native population is in a high growth. The high crime rate of those children has already become one of the most crucial social issues affecting China's social stability, unity and social development. As the main representative of the social control theory, U. S. sociologist and criminologist Travis·Hersey's theory has always been an important paradigm to explain the reasons for criminal acts of minors. It is also one of the most influential theories in the study of juvenile delinquency in western. Therefore, this theory can somehow be the reference to solve the problem of children living with non-native population in China.This paper combines the social control theory to the real situation where children living with non-native population lies during the social transformation period. Through the analysis of the causes of children crime, it comes to the result that the lacks of family control, school control and social control have caused the fracture of those children's social bonds, finally resulting in those children's criminal acts. This paper further analyzes the four key elements in the social control theory which are attachment, dedication, involvement and belief. At the mean time, "localizing" the social control theory brings to us that school control is the most practical means. Thus comes to the policy suggestion of the prevention and control children living with non-native population crime. It advocates that school education should play a leading role so that minors can form a good view of the world, life and values n the course of school education. Also, a variety of educational activities in schools can cultivate noble characters in minors, promote them to dedicate and participate in studies and eventually accomplish the internalization of the legal system, providing them healthy minds and sound characters to make successful completion of socialization. Thus, the purpose of preventing and controlling of children living with non-native population crime is targeted.
