Under " The Decision of State Council to Vigorously Develop Vocational Education " ,during the Eleventh Five-Year Period, higher vocational education in our country has developed by leaps and bounds. By the year 2005, there have been 1078 vocational colleges, more than 1100 million higher vocational graduates, bringing the higher vocational education half of higher education from the scale in our country. With the development of vocational schools and talent competition, management of vocational schools in the old model is no longer suited to the needs of the new situation. Performance management, as an advanced management idea and method, the importance of it has aroused the concern of researchers more and more.The middle management cadre of vocational schools are leaders of departments,,they stand as school management innovation and system innovation in practice. Fostering two-division type school teachers is the force and lifeblood of the development of vocational schools. The quality and management level of the middle management cadre ,the cultivating and managing team of teachers, reflect the development level of vocational colleges to a certain extent . The performance management and implementation of middle-level cadres are necessary for vocational schools'"strong school personnel, creat dual-qualified teachers, enhance the core competitiveness"--the development strategies. So, the research and practice of performance management for the middle management cadre in vocational schools are the core of the development of vocational schools and the key of human resource management.The study is from the following several aspects::First, the research of performance management system about the middle management cadre is from research significance, research background and research application of relevant theories and methods of performance management, designing the research idea and research framework, looking for the crux of a solution to problem..Secondly,the study is from the strategic positioning, the core competitiveness,the human resources management characteristics of the middle management cadre of vocational sch ools, the role positioning , and analysis and comparison of competence, combined with the actual research analysis of the current status and existing problems of performance management about middle management cadre in vocational schools.Thirdly, with the analysis of the designing purpose, principles,idea of the performance management system about middle management cadre in vocational schools, under the premise of breaking down school strategic objectives into the school sectors and individuals ,dividing positions of middle management cadre, working out job specifications , proposing that the performance of the middle management cadre should be a comprehensive mid-level performance objectives of the department and individual performances, according to a certain weight, and ultimately determining the integrated performance management of the middle-level cadres.Fourth, trying to build the middle management cadre system, the scientific, effective performance management evaluation system from the four performance management latitudes: task, attitude, relationship and ability.Fifth, combining qualitative and quantitative methods, with the use of AHP scientificly determining the weight of the performance evaluation, with the use of fuzzy comprehensive evaluation method evaluating the performance of middle management cadre.Sixth, the implementation of complementary measures, the implementation process, the implementation effectiveness expectation of the performance management system about the middle management cadre in vocational schools.Therefore,from the current aim of performance managementon on middle management cadre in vocational schools, with the use of performance management theories and methods, through practical research and my own management experience in management positions in vocational schools ,with the analysis of the current status of performance management and the existing problems of middle management cadre in vocational schools , I try to build a set of scientific, effective vocational performance management evaluation system of the middle management cadre in vocational schools. Using performance management as a value-oriented guide and useful trial in management system creation in vocational schools, I look forward to providing a useful reference for the performance management of middle management cadre in vocational schools.
