As main executants of management in higher occupation colleges, the middle-level cadre is the foundation of realizing the two social functions of teaching and scientific research; the bridges and hub of communication up and down, internal and external. The level of their moral and capability, to a certain extent, determines the survival and future of higher occupation colleges, and directly affects the development and competitiveness. So a high-quality middle-level cadre team is essential for the development of Higher Occupation Education. With the deepening reform of higher occupation education internal management system among which the reform of personnel system and distribution system is the most important, The evaluation of middle-level cadres of higher occupation colleges has not only limited to hunter and use people, but also has begun to consider effective incentive, improving quality, enhancing the capacity and conscientiously performing their duties etc.. Therefore, to strengthen and improve the higher occupation colleges’middle-level cadre assessment work has important theoretical and practical significance to the all-round development of higher occupation colleges.The current vocational colleges middle-level cadre evaluation work, whether in organization management, and technology application, and the assessment results of feedback and regulation, has systematic theory research, many advanced examination method has also been gradually references, especially in the technical level, makes the assessment more scientific and reasonable, also provides middle-level cadre management work more and more objective and effective reference basis. But, due to the different regional development gap between colleges and universities, some universities evaluation of middle-level cadres work there are still some shortage, is in a state of relatively extensive management, there are still some problems, especially in the western region, such as:The evaluation system is not scientific; the evaluation index is not detailed; the evaluation subject is not perfect; the ways of evaluation is to be changed. To solve these problems, it is necessary to further optimize the evaluation system of middle-level cadre assessment in higher occupation colleges.In the western region, this article takes the "national model of higher occupation colleges and universities construction plan" project construction College--Baotou Vocational&Technical College as an example. First, the article analyzes the current situation of middle-level cadres in Baotou Vocational&Technical College; carries on the analysis from the composition of middle-level cadres and the post; and analyzes this college’s existing middle-level cadre evaluation system, such as:the principle of assessment, the subject of evaluation, organization, implementation, results and application. Secondly, according to the analysis this article tries to find out the main problems existing in current college middle-level cadre assessment system which include: the setting orientation of evaluation index is not prominent; the method of evaluation is relatively backward; the usage of evaluation results is imperfect, and so on. And this article analyzes the cause of the problem from the management system and organization construction. Finally, from the design of a scientific middle-level cadre assessment and evaluation index, the introduction of advanced performance evaluation mode, and focuses on the assessment feedback and to use, put forward three aspects to perfect the college middle-level cadre evaluation method. As well as, paying attention to evaluation result feedback and application this article proposes methods of improving colleges middle-level cadre assessment.
